DALLAS—Dallas County’s new Emergency Operations Center has become an international command post almost overnight—and just in time for one of the largest sporting events ever hosted in North Texas.
When the facility officially opened on June 10, local leaders expected it to strengthen regional emergency preparedness. What they didn’t anticipate was how quickly it would be put to the test. Within days, the 39,000‑square‑foot center was selected as the central hub for roughly 200 federal, state and local officials coordinating public safety for the FIFA World Cup 2026™ matches across North Texas.
KAI, the architecture and engineering firm behind the project, calls the deployment a powerful validation of the center’s purpose. President Darren L. James said the EOC represents a major leap forward for the region’s ability to respond to crises, noting that the facility “marks a significant step toward stronger public safety and community resilience.”
A Nerve Center for a Global Event
During the World Cup, the EOC is functioning as the Joint Operations Center — a single location where law enforcement, fire departments, emergency managers, transportation agencies and federal partners can coordinate in real time. The scale is unprecedented for Dallas County: never before have so many agencies operated side‑by‑side under one roof.
The building’s design reflects that mission. KAI provided architecture, interiors and full mechanical, electrical, plumbing and fire protection engineering for the $26.2 million project. The result is a hardened, technology‑rich environment built to keep critical operations running even under extreme conditions.
Derwin Broughton, KAI vice president and project executive, said the goal was to create a space where decision‑makers could act quickly and confidently. He described the EOC as a purpose‑built environment engineered for clarity and speed, with flexible support areas and restorative spaces that help staff stay focused during long‑duration emergencies.
Built for the Worst‑Case Scenario
Beyond its World Cup duties, the EOC is designed to serve Dallas County’s 2.6 million residents and 31 cities during natural disasters, major incidents and public safety threats. The facility includes briefing rooms, breakout spaces, administrative offices, media areas, a warehouse for emergency supplies, and shared amenities such as fitness and quiet rooms to support staff during extended operations.
Its infrastructure is equally robust. KAI’s engineering team designed the building to maintain full operational continuity for at least five days — far beyond typical emergency facility standards. The structure meets ICC 500‑2020 storm shelter requirements, capable of withstanding winds and debris impacts up to 250 mph.
To achieve this resilience, engineers implemented redundant systems across power, water, wastewater, data and telecommunications. Aleksandar Milenkov, president of KAI Engineering, said designing a facility of this scale required deep expertise in continuity planning. His team developed systems that allow the building to operate independently, even if external utilities fail.
Some portions of the building were not required to meet storm‑shelter standards, so KAI created specialized engineering solutions — including isolation valves that can shut off utilities to non‑rated areas during extreme conditions. Outdoor air‑cooled chillers posed another challenge, since they require open airflow. KAI designed a storm‑rated equipment yard with redundant heating and cooling systems to ensure uninterrupted service.
Preparing for What Comes After the World Cup
While the world’s attention is on the matches, Dallas County officials are already looking ahead. The EOC will continue to serve as the county’s central coordination point for emergencies long after the tournament ends, supporting more than 30 agencies across a broad public safety network.
The site has been expanded to accommodate 250 vehicles, with secure parking for officials and staff. The project team included Kaizen Development Partners, CBRE, McKissack & McKissack and Azteca‑Omega Group.
