New Report Provides Australian Perspective on Correctional Tech

A fresh international push is urging Australian policymakers to rethink how digital technology is deployed behind bars, drawing on insights from global jurisdictions like Finland.

The Community Justice Coalition (CJC) has officially published its Technology in Prison Settings – Consultation Report, mapping out a roadmap for secure digital access in correctional environments. The findings synthesize feedback from international experts and technology providers, alongside specialized consultations with Australian professional bodies regarding independent in-cell counselling.

While the report emphasizes that secure digital infrastructure for prisons is already readily available, it stresses that the core obstacle is no longer technical. Instead, the primary friction points lie in governance, implementation, and responsible integration—addressing operational procedures, privacy, security, oversight, and staff training.

By leveraging secure in-cell tools—drawing comparative success from frameworks like Finland’s Smart Prison model—facilities can fundamentally bolster rehabilitation efforts. The report highlights how digital connectivity can streamline access to healthcare, legal assistance, education, family networks, and community services, smoothing the eventual transition back into society.

The CJC notes that the consultation findings are already actively informing wider parliamentary and policy dialogues across Australia as the initiative transitions into its next phase of stakeholder engagement.
