ELBURN, Ill. — The Village of Elburn recently marked a major civic milestone with the official ribbon-cutting of its newly expanded Village Hall and Police Department facility at 301 E. North Street. Designed to address severe space shortages caused by rapid population growth, the 8,700-square-foot expansion delivers critical public safety infrastructure and modernized municipal administration spaces while maximizing the value of the village’s existing footprint.
Strategic Architectural Design
Led by design firm Dewberry Architects—specialists in public safety and civic infrastructure—the architectural strategy prioritized selective renovation and targeted addition over costly new construction. The original 1992 municipal building, initially built for a community of fewer than 1,300 residents, had long struggled to support a population that now exceeds 7,000.
Dewberry’s design reconfigured existing interiors to optimize workflow and introduced specialized facilities for law enforcement. Key additions to the police wing include:

The expanded Village Hall section provides enlarged public conference rooms to accommodate community engagement, upgraded administrative offices, bullet-resistant public entry access, and improved staff wellness amenities.
Construction & Engineering Execution
General contractor Harbour Contractors, Inc. oversaw construction, executing complex phased work while keeping municipal operations and public safety services fully active during buildout.
The structural and MEP engineering teams were critical in integrating modern climate controls, enhanced ventilation for evidence handling, specialized acoustic separation, and security systems:

The project represents a pragmatic resolution to an 18-year facility search. Following voter rejection of a standalone $9.9 million police complex in 2023, the Village Board pivoted to an in-place expansion model funded through $6 million in general obligation bonds. The completed facility provides Elburn with a modern, resilient, and fiscally responsible municipal headquarters built to serve the growing region for decades.
