Sprawling Sheriff’s Office and Jail Kicks Off Construction in Central Indiana

KOKOMO, Ind.—Local leaders, law enforcement officials, and construction partners gathered in Kokomo early this month to officially mark the start of a transformative public safety infrastructure initiative. The ceremonial golden shovels turned earth for the brand-new Howard County Sheriff’s Office and Jail, a massive undertaking designed to replace an outdated facility that has struggled with severe overcrowding for years.   

With a total price tag of $132 million, the sprawling 172,000-square-foot development addresses long-standing operational and legal pressures. The existing correctional facility, which initially opened its doors in 1993 with a modest 256-bed capacity, was later expanded to hold 364. Despite those modifications, surging inmate numbers—peaking at an average daily population of 466 individuals in 2022—pushed the infrastructure well past its limits. Comprehensive engineering and architectural evaluations subsequently graded the aging structure as being in fair-to-poor condition, prompting a legally binding settlement agreement via a federal class-action lawsuit.   

The upcoming complex aims to resolve these systemic hurdles through modern, human-centric, and secure design elements. Once completed, the facility will provide 640 beds across multiple housing pods, effectively expanding capacity to accommodate regional demands safely. Beyond traditional cell blocks, the layout places a heavy emphasis on comprehensive care and operational efficiency. It features specialized intake and booking areas, dedicated medical and mental health treatment spaces to support rehabilitation, and a consolidated 911 dispatch center to streamline county-wide emergency communications.   

Bringing this vision to life requires tight collaboration between public entities and private industry experts. Garmong Construction is steering the development process as both the construction manager and developer, utilizing years of specialized correctional planning experience across Indiana. Meanwhile, Studio View Architecture crafted the blueprint for the complex, balancing rigorous security requirements with functional workflow spaces for sheriff personnel.

Funding the large-scale community investment has required a unified local approach. Alongside county-level financial frameworks, the City of Kokomo stepped forward with a substantial commitment of roughly $6.7 million sourced from local income tax revenues, demonstrating a shared regional stake in modernizing public safety.

Heavy machinery and construction crews are now active on the site, with project managers estimating that construction will span the next several years. If current timelines hold, the facility is slated to open its doors in late 2028, setting a new benchmark for municipal justice infrastructure in central Indiana.
