WASHINGTON, D.C.—The DC Department of General Services has issued a new Request for Information (RFI) seeking industry input on the proposed Correctional Treatment Facility (CTF) Annex Project, a major capital program valued between $1.2 billion and $1.5 billion. The announcement was shared by Hayat Brown LLC, serving as transaction advisor on the effort.
The RFI invites feedback from prospective P3 developers and design‑build partners as the District evaluates delivery structures such as design‑build (DB), design‑build‑finance‑maintain (DBFM), or other alternative approaches.
Project Scope
- New CTF Annex — A modern annex physically connected to the existing Correctional Treatment Facility.
- Renovation Work — Upgrades to portions of the current facility to support long‑term operations.
- Infrastructure Improvements — Including the planned extension of Massachusetts Avenue SE.
- Interim Modifications — Adjustments to the Central Detention Facility to enable phased construction.
- Lifecycle & Maintenance Evaluation — Assessment of long‑term maintenance and asset‑management strategies.
