CONCORD, Calif.—The Concord Police Department has launched its new Real Time Intelligence Center (RTIC), a technology‑driven hub designed to give officers immediate access to critical information during unfolding incidents. The center officially opened on March 31, representing what department leaders describe as a major evolution in how Concord approaches public safety.
The RTIC centralizes live data streams, analytical tools, and intelligence personnel to support officers in the field with real‑time insights—moving the department from a traditionally reactive model to a more proactive one.
Captain James Nakayama, who oversees the RTIC and the department’s Drone as First Responder (DFR) program, stated that the new facility is built to deliver “actionable information while a call is still unfolding,” improving safety for both officers and the public.
Technology Partners
The center integrates several advanced platforms, including:
- Peregrine, which serves as the RTIC’s data‑integration backbone, pulling together disparate information sources and surfacing relevant insights in seconds.
- Skydio, whose autonomous drones power Concord’s Drone as First Responder program. Three drone docks positioned around the city allow rapid aerial response and real‑time video feeds to the RTIC.
- Flock Safety, providing automated license plate recognition (ALPR) technology used to identify suspect vehicles and support investigations.
City officials, including the City Council, Information Technology Department, and Public Works, played key roles in bringing the center online.
Nakayama emphasized that while the technology is significant, the broader goal is operational transformation. “At the end of the day, this isn’t just about new tools,” he said. “It’s about making us better, faster, and more informed when it matters most for Concord.”
The RTIC is part of a growing trend among U.S. police agencies adopting real‑time crime centers to enhance situational awareness, speed response times, and support data‑driven policing.
