BOULDER, Colo.—In a bold step toward criminal justice reform, Boulder County has unveiled the Joe Pelle Center, a state-of-the-art alternative sentencing facility designed to prioritize rehabilitation over incarceration. Officially opened in late October 2025, the center marks a significant shift in how the county approaches community justice, offering programs that support reintegration and reduce recidivism.

Named after retired Sheriff Joe Pelle, who served from 2003 to 2023 and championed restorative justice initiatives, the facility reflects his legacy of compassion and innovation. Located on Airport Road adjacent to the Boulder County Jail, the 55,626-square-foot center accommodates up to 252 residents in both residential and non-residential programs, including work release, day reporting, and treatment-focused alternatives.

The Joe Pelle Center replaces Boulder County’s reliance on private halfway houses, offering a publicly managed, minimum-security environment that feels more like a college dorm than a correctional institution. “This is about creating a better future for everyone,” said County Commissioner Ashley Stolzmann at the ribbon-cutting ceremony on October 24, which drew local officials and community members.

Designed by Reilly Johnson Architecture, the facility emphasizes dignity and therapeutic design. Communal spaces, natural light, and modern amenities reflect a philosophy that rehabilitation thrives in humane environments. The architectural firm, known for its justice-focused portfolio, worked closely with Boulder County’s Public Works Department — specifically the Building Services Division — which led construction and maintenance efforts.

County staff conducted extensive research on similar facilities nationwide, incorporating best practices from operators and maintenance teams to ensure the center meets both operational and rehabilitative goals. The decision to manage construction internally allowed for greater oversight and alignment with Boulder’s justice reform vision.

The Joe Pelle Center is more than a building — it’s a statement. As Boulder County continues to invest in alternatives to incarceration, the center stands as a model for other communities seeking to balance accountability with compassion. With its launch, Boulder affirms that justice can be served not just through confinement, but through opportunity, support, and a commitment to second chances.
