PARKER, S.D.—For more than a century, the historic 1902 Turner County Courthouse stood as a familiar cornerstone of Parker. However, time and structural decline eventually caught up with the aging edifice. Facing severe structural degradation, including compromised sinking trusses and pervasive mold issues, county officials were forced to make the difficult decision to close the facility in late 2024. While losing a historic landmark marked a poignant moment for the community, it simultaneously opened the door to a transformative chapter in local governance and civic architecture.

Today, that void has been triumphantly filled. The official completion and handover of the brand-new Turner County Courthouse marks a monumental milestone for the county, the residents it serves, and the dedicated teams who brought the vision to life. Built to support public services and judicial proceedings for generations to come, the cutting-edge facility reflects meticulous planning, top-tier craftsmanship, and an unwavering commitment to architectural excellence from start to finish.

Project Snapshot

  • Total Area: 32,726 square feet
  • Structure: 2 stories of modern, accessible design
  • Location: Parker, South Dakota (400 South Main Street)
  • Key Partners: Architecture Incorporated (Design) & Journey Construction / Journey Group (Construction)

A Collaborative Vision Brought to Life

Turner County entrusted the complex undertaking to Sioux Falls-based architectural firm Architecture Incorporated, which partnered with Journey Construction—a prominent arm of Journey Group—to execute the build. From the initial foundation excavation to the final interior finishes, the project was guided by close cooperation between county commissioners, local stakeholders, and construction specialists.

“The completion of the Turner County Courthouse marks an important milestone for both the county, the community it serves, and everyone who helped bring the project to life. Designed to support public services for years to come, the new facility reflects the thoughtful planning, craftsmanship, and attention to detail invested from start to finish. Thank you to Turner County for trusting Journey Construction with this project.”

Modern Architecture Meets Everyday Utility

Spanning 32,726 square feet across two meticulously designed stories, the new courthouse dramatically upgrades the county’s operational capabilities. Gone are the cramped quarters and outdated mechanical systems of the past. Instead, the facility boasts fully modernized courtrooms, private conference and interview rooms, secure evidence and drug storage vaults, and expansive public assembly areas—including a multi-use community room and a dedicated county board room.

Interior highlights prioritize both functionality and aesthetic warmth. A striking skylight-lit corridor bathes the interior public spaces in natural light, reducing energy consumption while creating an inviting, transparent atmosphere. Rich wood veneer ceilings add acoustic balance and organic elegance, complementing the durable, easy-to-maintain terrazzo flooring that runs throughout the high-traffic corridors.

Furthermore, employee and juror wellbeing received careful consideration. The building features an ergonomic jury break room complete with an adjoining outdoor patio—providing a calm, private sanctuary for jurors deliberating on sensitive cases. Behind the scenes, the facility incorporates state-of-the-art security integrations, including a secure elevator core, strictly separated circulation paths for the public, staff, and detainees, and comprehensive life-safety systems built entirely to stringent ADA and International Construction Code (ICC) standards.

Looking Forward

As doors open to welcome the public, the new Turner County Courthouse stands as a shining beacon of civic renewal. It proves that when communities face adversity, they can respond with vision, resilience, and resolve. Parker’s new architectural anchor is fully equipped to serve the citizens of Turner County with dignity, efficiency, and pride for decades to come.
