FARGO, N.D.—In the heart of Fargo, a long-awaited transformation is nearing completion behind the walls of the Cass County Jail. Faced with chronic overcrowding and a backlog of over 2,000 outstanding misdemeanor warrants, county officials broke ground in April 2023 on a $31 million expansion designed to restore balance and safety to the justice system.
The project, designed by Klein McCarthy Architects, adds 192 beds across 16 pods, each carefully designed with visibility and efficiency in mind. Elevated control stations allow staff to monitor multiple pods simultaneously, reducing the need for excessive personnel while enhancing security. The new facility also prioritizes accessibility, with ADA-compliant features such as elevators for laundry and food carts, and cells that offer access to daylight—a small but meaningful shift toward more humane incarceration.
Beyond beds and bars, the expansion introduces vital spaces for medical care, counseling, recreation, and rehabilitation. Sheriff Jesse Jahner has emphasized the importance of these additions, noting that the jail will now be equipped to support not just containment, but correction.
To operate the new wing, the county is onboarding 29 new staff members, including correctional officers, nurses, and deputies. Training is underway to ensure smooth integration of advanced electronic systems and new protocols.
Perhaps most notably, the expansion signals a return to proactive law enforcement. With space to house more inmates, Cass County will resume arrests for misdemeanor warrants—a practice suspended during the height of overcrowding.
As construction nears completion this summer, the Cass County Jail addition stands as more than a building project. It’s a commitment to public safety, operational integrity, and a more responsive justice system—one that reflects the evolving needs of its community.
