Benton County Advancing Steadily on Oregon’s Most Modern Justice Campus

CORVALLIS, Ore.—In a bold move to modernize its judicial infrastructure, Benton County is forging forward on the build of an impressive new courthouse and justice campus that aims to redefine civic architecture in Oregon.

The new facility— which is designed by DLR Group and broke ground in May—will replace the state’s oldest operating courthouse, a 19th-century landmark in downtown Corvallis. The project includes a 48,892-square-foot courthouse, a new District Attorney’s Office and an Emergency Operations Center, all co-located on a 20-acre greenfield site west of the Hewlett Packard campus.

A Justice Campus Built for the Future

The design reflects a shift in how counties approach justice infrastructure: not just as a place for legal proceedings, but as a civic anchor for safety, accessibility, and resilience. The courthouse will feature:

  • Three stories of courtrooms, judicial offices, and public spaces
  • Seismic resilience to meet Oregon’s updated safety codes
  • Integrated emergency response facilities for real-time coordination during crises

Collaboration Across Disciplines

The project is a collaboration between DLR Group, Otak (owner’s representative), Miller Consulting Engineers, and Hoffman Construction, with Benton County Public Works overseeing progress. Hoffman, one of the Pacific Northwest’s most experienced builders, brings a legacy of delivering complex civic and institutional projects on time and on budget — including several courthouses and public safety facilities across Oregon and Washington.

DLR Group, meanwhile, is nationally recognized for its justice design portfolio, which emphasizes trauma-informed spaces, restorative justice principles, and community integration. Their work on courthouses in California, Colorado, and Washington has set new benchmarks for transparency, safety, and dignity in the justice system.

A County on the Rise

Benton County, home to Oregon State University and a growing population of over 95,000 residents, has long been known for its progressive values and commitment to sustainability. The new courthouse is a reflection of that ethos — designed to serve the county’s evolving needs while honoring its deep civic roots.

Completion on the Horizon

Construction began in earnest in early 2025, with site preparation completed by April. The courthouse is slated for completion in 2026, marking a new chapter in Oregon’s justice design legacy.

As counties across the U.S. grapple with aging infrastructure and evolving public needs, Benton County’s project stands as a model for how thoughtful design can elevate justice, safety, and civic pride.
