HALL COUNTY, Ga.—STV has been selected as the owner’s representative for Hall County, Georgia’s major Judicial Complex expansion, a multi‑year effort to deliver a modern, 372,000‑square‑foot courthouse. Working in partnership with Turner & Townsend Heery, the firm will help guide the development of new Superior, State and Magistrate court spaces, a parking deck, and supporting judicial services.
The award strengthens STV’s growing portfolio in Georgia’s municipal and justice sectors, following recent collaborations on the Norcross Public Safety Building, the Columbus Justice Center and the South Fulton Police Station and Fire Headquarters Building.
“This project represents an important opportunity to deliver a modern, community-focused courthouse that enhances access to justice in Hall County,” said Chad Kastner, MBA, director of program management. “Our approach emphasizes partnership and proactive problem-solving to help the County navigate complex project decisions with clarity and confidence.”
Serving more than 217,000 residents, Hall County has tasked STV and Turner & Townsend Heery with overseeing governance, programming, GMP negotiations, construction oversight, stakeholder engagement, budgeting, procurement, quality assurance and permitting. A key priority will be ensuring the courthouse meets functional, operational and transparency standards while addressing cost trends, security, circulation and site logistics.
