ROCHESTER, N.H.—A major upgrade to New Hampshire’s judicial infrastructure is nearing the finish line as construction forges forward at the new Rochester Circuit Courthouse. Located on a sprawling six-acre site at 296 Rochester Hill Road, the facility is on track to open its doors this summer, replacing a century-old building that officials say has long outlived its functional lifespan.
Out with the Old, In with the New
For decades, the Rochester Circuit Court has operated out of a North Main Street facility originally constructed as a post office in 1913. While historic, the building has struggled to meet the demands of a modern legal system, specifically falling short of current security protocols and Americans with Disabilities Act (ADA) accessibility requirements.
The transition to the new 32,452-square-foot site marks a significant shift for the city. Once the court vacates the North Main Street property, ownership will transfer to the City of Rochester, a move expected to provide a major boost to ongoing downtown revitalization efforts.
Modern Design and Enhanced Security
Designed by Lavallee Brensinger Architects, the new two-story courthouse (including a basement) will serve as a centralized hub for the district, family, and probate divisions. The State of NH Bureau of Court Facilities worked closely with the design team to ensure the building balances a “welcoming public experience” with the rigid safety requirements of a high-functioning court.

Four Modern Courtrooms: Outfitted with updated audio-visual systems and lighting.
Improved Public Access: Featuring accessible service counters, a first-floor information hub, and spacious lobbies with ample seating.
Integrated Security: The layout includes a controlled screening area, secure circulation paths for staff, a sallyport, and a modern cellblock with holding areas.
Professional Workspace: Dedicated judges’ chambers, staff offices, and private attorney-client meeting rooms.
“The cooperative effort enabled us to develop an attractive, modern facility that will serve the Rochester Circuit Court system decades into the future,” a project representative noted, emphasizing that the design enhances safety without sacrificing the building’s civic approachable nature.
Construction Progress
Building contractor DEW Construction reports steady progress as the project enters its final phases. Currently, mechanical, electrical, and plumbing rough-in work is being finalized on the first and second floors. While masonry crews complete the interior basement walls, the focus is shifting toward the building’s exterior masonry and the placement of the slab-on-grade for the front vestibule.
In the coming weeks, residents will see the installation of the facility’s generator and elevator systems. With ample parking for both the public and staff—a major upgrade from the downtown location—the site near Skyhaven Airport is being transformed into a durable civic landmark.
As the summer completion date approaches, the State of New Hampshire is preparing for a new era of judicial efficiency, ensuring that the Rochester community is served by a facility that is as secure as it is accessible.
