PETERSBURG, Va. — For decades, the scales of justice in Petersburg have been balanced within the aging walls of facilities that, while historic, struggled to keep pace with the demands of 21st-century law. That era officially began its sunset on December 16, 2025, as city officials and community leaders broke ground on the new Petersburg Courts Complex—a transformative $80 million project that promises to redefine the city’s downtown skyline and judicial efficiency.
Consolidating Justice
The 99,000-square-foot facility is designed to solve a logistical puzzle that has long hampered city operations. Currently, Petersburg’s legal services are scattered across fragmented locations, some of which—like the Juvenile & Domestic Relations Court—have faced significant environmental and operational challenges.
The new three-story complex will consolidate the Circuit Court, General District Court, and Juvenile & Domestic Relations Court under one roof. Beyond the courtrooms, the project brings the Sheriff’s Office, Commonwealth’s Attorney, and Court Services Unit into a high-security, purpose-built environment. This centralization is expected to drastically improve the experience for the 30,000+ citizens who interact with the city’s legal system annually.
Honor in Design
Located on a sloping site bounded by East Tabb, North Adams, and Monroe streets, the architecture by firm CPL strikes a delicate balance between progress and heritage. The design features a striking six-column façade, a direct homage to the nearby 1839 Hustings Courthouse.
“This courthouse is a promise to the citizens of Petersburg—to provide a justice system that is accessible, dignified, and built for the future,” said Lee Shadbolt, AIA, CPL Principal.
While the new building will assume the daily heavy lifting of the legal system, the historic Hustings Courthouse will remain a cherished landmark, with plans to hold court there at least once a year to preserve its active status.
A Tech-Forward Future
Inside, the complex is a far cry from its predecessors. Key features include:
- Secure Circulation: Dedicated underground parking and separate hallways ensure that judges, staff, and the public never cross paths with high-risk detainees.
- Advanced Acoustics: Courtrooms are engineered with state-of-the-art sound systems and digital evidence displays.
- Civic Green Space: A new public plaza will sit atop the parking structure, providing a rare “breathing room” in the dense downtown grid.
The Broader Vision
The timing of the project is no coincidence. As Petersburg enters 2026, the city is seeing a surge in federal and state investment, including the “Make Petersburg Healthy Again” initiative and several downtown housing revitalizations. This courthouse serves as the civic anchor for these efforts.
Managed by Gilbane Building Company, construction is moving at a steady clip. Residents can expect to see the structure “topping out” by late 2026, with a final ribbon-cutting scheduled for late 2027. For a city that has spent decades planning this moment, the clatter of construction is the sound of a promise finally being kept.
