LOMA LINDA, Calif.—The California Department of General Services (DGS) has selected the design-build team of Hensel Phelps and Ruhnau Clarke Architects to lead construction of the new California Highway Patrol (CHP) San Bernardino Replacement Facility. The $62.5 million project will replace the aging CHP office with a modern, 35,000-square-foot complex tailored to meet the agency’s evolving operational needs.
Set to rise in Loma Linda, the new facility is designed to comply with the Essential Services Buildings Seismic Safety Act and will feature advanced infrastructure to support future expansion and technological upgrades. The current facility no longer meets space and functionality requirements for staff, equipment, and public interaction.
The new complex will include an area office building, auto services building, radio vault, property storage, fueling station, waste/recycle structure, antenna tower, and generator yard. Additional site improvements—such as parking, landscaping, fencing, and stormwater management—will support sustainability and low operating costs.
Architectural plans emphasize a secure, accessible, and welcoming environment, incorporating Universal Design principles and durable materials like CMU walls and steel roofing. Mechanical systems are being engineered to meet LEED Gold standards, with energy-efficient HVAC and scalable electrical infrastructure. Low-voltage systems will support advanced telecommunications and security, ensuring long-term operational resilience.
Construction is expected to be completed by August 2027. The project marks a significant investment in public safety infrastructure and reflects California’s commitment to modernizing essential services statewide.
