Green County Issues Bid Package #2 for Law Enforcement Center in Wisconsin

MONROE, Wis.—A major procurement milestone has been reached on the landmark $86 million Green County Jail and Law Enforcement Center project. Following the successful finalization of foundational contracts, project officials have officially issued Bid Package #2 for active public and private bidding. Plans and specifications for this comprehensive phase are now available to qualified contractors through BuildingConnected, as well as multiple prominent Builder’s Exchanges across Wisconsin, Illinois, Iowa, and Minnesota.

This second package represents a critical transition for the massive infrastructure development, which officially broke ground on county-owned property near the new northeast side high school. With site mobilization underway and early environmental approvals secured from the Wisconsin Department of Natural Resources (DNR) to retain and reuse soil on-site, Bid Package #2 will encompass the remaining core building systems, interior structural layouts, and specialized secondary contracting units necessary to advance construction toward its targeted October 2028 operational completion date.

Scope of the $86M Facility

The new “no-frills” complex is designed by architects Klein McCarthy Associates to replace Green County’s heavily outdated 1958 brick facility. Spanning a modern footprint, the finished complex will feature:

  • A 60,000-square-foot jail paired with a connected 36,000-square-foot Sheriff’s Office.
  • Expanded Capacity: An immediate increase from the current 70-inmate limit to 94 beds, with an engineered layout capable of scaling to 124 beds immediately and up to 132 beds for long-term future needs.
  • Justice Center Link: A $1 million high-security underground tunnel connecting the new jail directly to the local Justice Center to facilitate the secure transfer of inmates for court proceedings.

Context: Bid Package #1 Milestones Set the Stage

The issuance of Bid Package #2 follows the close of Bid Package #1, which successfully locked in major structural components and long-lead procurement items. The Green County Board previously authorized a combined $16.8 million in foundational subcontracting bids overseen by Construction Manager Kraemer Brothers:

  • Grading, Earthwork, & Site Utilities: R.G. Huston Co., Inc. ($7.42M)
  • Detention Equipment Systems: Stronghold Industries, Inc. ($5.77M)
  • Precast Concrete Structure: Mid-States Concrete Industries ($3.49M)
  • Hydraulic Elevator Systems: Schumacher Elevator Company ($180K)

Important Instruction for Regional Bidders

Contractors submitting lump-sum proposals for Bid Package #2 are reminded that Green County is a qualifying tax-exempt entity. In accordance with Section 77.54(9m) of the Wisconsin Statutes, sales and use tax exemptions must be applied to all qualifying building materials incorporated into this project. Bidding materials and addenda should be accessed directly via regional Builder’s Exchanges or the BuildingConnected platform.
