LEBANON, Ind.—Boone County, Ind., has officially completed its state-of-the-art Justice Center, marking a major milestone in public safety infrastructure and rehabilitative services. Delivered through a public-private partnership between Boone County Commissioners, the Sheriff’s Office, K2M Design, GM Development, and The Hagerman Group, the project reflects a bold vision for justice reform and community care.
The comprehensive Design/Build initiative spans 80,000 square feet and consolidates multiple justice-related services under one roof. The new facility includes sheriff’s administration and training spaces, community corrections, adult and juvenile probation offices, a work release center, the coroner’s office, and expanded dispatch operations. A major highlight is the addition of specialized jail housing focused on mental health treatment, alongside new programming areas, a modern kitchen and laundry, and expanded intake and medical facilities.
Working closely with the Sheriff’s Office and construction partners, the team developed a strategic five-phase plan that kept the jail fully operational throughout construction. Over 30,000 square feet of occupied space was repurposed, including the relocation of the kitchen, expansion of intake areas, creation of a new public lobby, and development of dedicated mental health housing.
The design, led by K2M Design and CMW Architects & Engineers, prioritizes correctional healthcare and mental health treatment in a normalized, therapeutic environment. The facility establishes a true continuum of care—from incarceration through rehabilitation and reintegration—with a clear focus on reducing recidivism. Garmong Construction Services managed the early construction phases, while The Hagerman Group oversaw final delivery.
Named the Ern K. Hudson Justice Center in honor of the former Boone County Sheriff, the building includes multiple courtrooms for District, Family, and Circuit courts, secure prisoner transport systems, and flexible hearing spaces. The layout was designed with future expansion in mind to accommodate Boone County’s rapid population growth.
Boone County officials celebrated the completion as a transformative investment in both infrastructure and community well-being. Sheriff Mike Nielsen, who championed the project, emphasized its role in modernizing justice services and supporting long-term recovery.
With its integrated services, modern design, and emphasis on therapeutic care, the Boone County Justice Center sets a new standard for justice facilities across Indiana and beyond.
