WESTVILLE, Ind.—Indiana is on the verge of a historic milestone in state infrastructure and criminal justice reform. As construction heads into its final stretch, the massive $1.2 billion Westville State Prison project is rapidly nearing completion, setting a new benchmark for modern correctional facility design. Spearheaded by the Indiana Department of Administration (IDOA) and the Indiana Department of Correction (IDOC), the facility represents the first brand-new state prison built in Indiana in over two decades.
Designed by Elevatus Architecture, the expansive 1.4-million-square-foot campus spans approximately 90 acres and consists of 28 buildings. It is engineered to replace the aging, 1950s-era Westville Correctional Facility, whose campus buildings were heavily outdated, structurally inefficient, and no longer compliant with contemporary safety codes. Funded entirely through cash reserves to avoid state borrowing, the project has stayed strictly on time and on budget ahead of its planned opening in early 2027.
At the heart of the new facility is a fundamental pivot toward rehabilitation and lowering the state’s recidivism rate. State data underscores a critical need for structured intervention, noting that a significant portion of returning offenders struggle with substance abuse and mental health challenges. To address this directly, the campus features a dedicated mental health and addiction wellness unit with hundreds of specialized beds, alongside 18,000 square feet of classroom and vocational space. Incarcerated individuals will have access to robust training programs tailored for modern trades—including woodworking, RV maintenance, and welding—designed to ensure they possess viable employment skills upon re-entering society.
Logistical execution and architectural planning have been massive undertakings. The construction effort is being managed by “Build Westville”—a collaborative joint venture combining the strengths of F.A. Wilhelm Construction, Granger Construction, and Garmong Construction Services. To maximize construction efficiency, maintain tight timelines, and enhance structural security, the project incorporated advanced construction methods, such as precast steel modular cells supplied by companies like SteelCell.
Furthermore, the physical architecture prioritizes safety and oversight for both staff and residents. No building on the campus rises higher than two stories, which improves sightlines, streamlines movement, and reduces the operational challenges typical of multi-level legacy institutions. Enhanced staff amenities and centralized security stations are built directly into the layout to ensure better daily working conditions.
As Indiana prepares to open the 4,200-bed facility, state and project leaders emphasize that the complex represents more than just updated brick and mortar. By blending secure containment with comprehensive health, educational, and vocational frameworks, Westville State Prison is poised to redefine what correctional facilities can achieve for public safety and human rehabilitation.
