QUEENS, N.Y.—The New York City Department of Design and Construction (DDC), in collaboration with Leon D. DeMatteis Construction Corp., STV Inc., and Crescent Consulting, is inviting Minority and Women-Owned Business Enterprises (M/WBEs) to participate in an upcoming opportunity session for the Queens Borough-Based Jail (BBJ) project.
Scheduled for Wednesday, December 10, 2025, from 11 AM to 2 PM at the Helen Marshall Cultural Center in Queens Borough Hall, the event aims to connect local M/WBEs with the Queens BBJ Design-Build team. Attendees will learn about the project’s goals and upcoming procurement opportunities across both Phase I Design and Phase II Construction.
The Queens BBJ facility is part of New York City’s broader initiative to replace Rikers Island with modern, borough-based jails that are safer, smaller, and more humane. The Queens site will be built with an emphasis on community engagement and inclusive contracting practices.
The session will highlight a wide range of subcontracting opportunities, including asphalt, excavation, masonry, resilient flooring, roofing, signage, site utilities, terrazzo, waterproofing, and more. Specialized trades such as food service and laundry equipment, security caulking, and support for MEPSS (Mechanical, Electrical, Plumbing, Sprinkler, and Security) are also included.
M/WBE firms are encouraged to bring business cards and capability statements to facilitate networking and potential partnerships.
