CONYERS, Ga.—Rockdale County officials, project partners, and community members recently gathered in downtown Conyers to celebrate the Topping Out Ceremony for the new Judicial & Administrative Campus — a milestone marking the highest point of construction and the steady progress of the county’s largest capital investment to date.
The project, led in partnership with Jericho Design Group, represents a bold step forward in modernizing Rockdale’s government and judicial infrastructure. “Every beam placed brings the vision closer to reality,” Jericho Design representatives noted, underscoring the strength, purpose and precision guiding the design.
At the heart of the campus is a 105,000-square-foot courthouse, featuring multiple courtrooms, judges’ chambers, clerk offices, court support spaces, and secure holding areas. The facility is carefully configured to enhance operational efficiency, safety, and accessibility for all users.
Adjacent to the courthouse, a 75,000-square-foot administrative building will consolidate key county departments, streamlining interdepartmental coordination and improving service delivery to the public. Together, the two structures will unite Rockdale’s judicial and administrative functions in one central, efficient campus.
To address longstanding site constraints, the project includes a 400-space parking deck, easing congestion in the downtown area. Additionally, 60,000 square feet of existing court facilities will be renovated to meet modern standards for security, technology, and user comfort. Comprehensive site improvements will enhance circulation, pedestrian safety, and overall campus aesthetics, while the outdated administrative building will be demolished in phases.
The initiative is part of Rockdale’s broader “Reimagine Rockdale” strategic plan, which seeks to modernize infrastructure while preserving the county’s historic character. The $140 million investment is expected to be completed in 2026.
Key project partners include NELSON Worldwide (serving as Architect of Record for the Administration Building), McCarthy Building Companies, Inc., Barnsley Construction Group, and Comprehensive Program Services (CPS). Together with Jericho Design Group, these firms are shaping a cohesive and integrated campus design that blends functionality with architectural vision.
County leaders hailed the Topping Out Ceremony as a symbol of progress. “This complex represents not just bricks and mortar, but a commitment to justice, efficiency, and community,” one official remarked.
As construction continues, the Rockdale County Judicial & Administrative Campus aims to stand as a transformative investment in the county’s future.
