From 1966 to 2046: Planning for the Long-Range
The journey began with a rigorous reassessment of the City’s existing facilities. The previous headquarters, built in 1966, was designed for a different era of policing and fire services. Working closely with City leadership, FGM Architects (FGMA) identified that the department had long since outgrown its footprint.
The goal wasn’t just to build a bigger box; it was to design for 20 years of projected growth. This required a focus on:
- Modernizing Security & Technology: Integrating high-speed data infrastructure and secure access controls.
- Operational Connectivity: Bringing together disparate units that were previously scattered across five different buildings.
- Health & Wellness: Recognizing the high-stress nature of first response and building in dedicated support spaces.

Through meticulous site test fits and strategic space planning, the team defined a future-ready facility organized around three core pillars:
Integrated Response: A state-of-the-art Real-Time Crime Center (RTCC) is co-located with investigations and dispatch. This layout minimizes communication silos, drastically strengthening coordination and response times during critical incidents.
First Responder Longevity: The design prioritizes the physical and mental health of those on the front lines. This includes specialized training rooms, advanced contamination isolation strategies (essential for firefighter cancer prevention), and dedicated wellness areas for decompression.
Civic Transparency: To strengthen the bond between the city and its residents, the facility features open, well-lit public areas and a versatile community room, providing citizens with more convenient and welcoming access to municipal services.
